48 ROOFING CANADA FALL/WINTER 2018 TECHNICAL BULLETINS By/par Andrew Brooks I n June, CRCA released two new advisory bulletins, both concerning roofing design: “Roofing Contractors and Designers Responsibility” and “Re-roofing Design Considerations.” “Roofing Contractors and Designers Responsibility” starts by establishing the principle that responsibility for the design and specifications of a roof, which includes determination of all design loads and compliance with applicable codes, falls to the designer of record. The bulletin cites “Guidelines for a Successful Construction Project,” published in 2003 by the Associated General Contractors of America, which establishes the need for a clear division of responsibility between the architect/designer and the contractor/builder on any construction project. Theissueinfocusisdesignspecificationsspecificallyforwind uplift loading and wind uplift resistance, a topic brought to the fore with the introduction of CSA123.21 Standard test method for the dynamic wind uplift resistance of membrane roofing systems into the National Building Code Canada (NBCC 2015). Le bulletin « Responsabilité des concepteurs et entrepre- neurs en couverture » commence par imposer au concepteur la responsabilité de déterminer toutes les charges de concep- tion et la conformité aux codes applicables. Le bulletin cite « Guidelines for a Successful Construction Project », publié en 2003 par l’Associated General Contractors of America, qui établit la nécessité d’une répartition claire des responsabilités.
