FSIN ensures all requests are immedi-
ately sent directly to the First Nations, 
reinforcing First Nations jurisdiction, 
providing proper notification and 
supporting First Nations representa-
tives in their frontline advocacy roles. 
This ensures that Nations receive 
timely information, can assert their 
decision‑making authority and are 
fully engaged in all matters involving 
their members.
Through stronger partnerships and 
earlier preventative engagement, we 
can connect more Nation members to 
culturally grounded services sooner, 
reducing service gaps, improving coor-
dination and contributing to greater 
stability and better outcomes for those 
seeking support.
CWSD participates with the Regional 
Tripartite Table (RTT) quarterly meet-
ings, which is made up of FSIN, MSS 
and ISC. There have been no meetings 
since early 2025. Also, quarterly meet-
ings have been held on the registration 
of children in care of the MSS and 
infant apprehension with MSS and the 
Saskatchewan Health Authority.  
Social Development
First Nations in Saskatchewan 
experience pervasive and persistent 
inequities, including high rates of 
poverty, income assistance dependency 
and gaps in disability and long-term 
care services, as compared to the 
rest of Saskatchewan’s residents. The 
CWSD has been addressing areas such 
as long-term reform in on-reserve 
income assistance, homelessness, 
disabilities and First Nations social 
safety nets. There are also many 
relationship-building aspects with 
CHILD WELFARE

The majority are 
Indigenous People. 
local and national organizations such 
as the AFN, ISC, MSS and locally with 
bands and tribal councils to ensure 
that Indigenous people have a voice 
in representation to better facilitate 
growth and change, and to ensure that 
social enterprise, poverty reduction, 
food security and public policy are met 
with Indigenous people and communi-
ties in mind.
The Reaching Home Project (RHP)
The RHP was established under the 
auspices of the National Housing Act, 
where the human right to housing
