James Klassen, Roofstar Technical Advisor, says, “I think it is a good move by the city because it’s a practical way to address a practical problem—primarily related to the storm sewer infrastructure. The system is simply too undersized for the rate of growth and capacity of the city.” Klassen also points to an additional, and potentially more serious, factor: “When storm water runoff exceeds capacity there are places where it can cross over into the sanitary water drainage system and become mixed. Storm water runoff has natural outfalls like False Creek and English Bay, so if and when crossover occurs you can have contami- nated stormwater showing up where there are beaches and swimming. And then you have issues with contaminated swimming water and health hazards.
