From the 2018 opening keynote speaker, Jim Harris, to the closing speaker, Jill Hewlett, there was no doubt that our industry, like so many others, is not immune from the disruption taking place in the world around us. To read more on the conference, turn to pg. 20. At our Annual Meeting of Members, we approved four new direc- tors to the CERC Board (to learn more about them, see pg. 24) and bid adieu to those who have already given freely of their time. On behalf of all CERC members, I would like to convey our sincere thanks to Tricia Cochran, past board chair, who served on the board since September 2011. Under Tricia’s excellent leader- ship, CERC accomplished a great deal, including the development of the Canadian Global Mobility Professional designation. Also completing their terms in 2018 were Dan Lawrence of United Van Lines, Stephen Green of Green and Spiegel, and Rob Stone of TheMIGroup – a huge thank you to them for their service. Speaking of disruption…it’s been a long time coming, but the ‘on again off again’ renegotiation of the NAFTA agreement came down to the wire on September 30. Going into the negotiations, one of the Canadian government’s objectives was to “do no harm.” Modernizing the rules of temporary entry was a priority, however the text in the new agreement remains primarily unchanged from the old NAFTA, with the exception of a reference to finding ways to “use technologies related to processing of applications.” While the result is certainly “no harm,” employers on both sides of the border will continue to struggle making TN Visa applications under an anti- quated occupations framework. On the subject of trade, in October the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) was passed into law in Canada. The agreement outlines liberalized temporary entry provisions between 11 countries and serves to benefit Canadian employers in filling talent gaps. Our government is also negotiating a trade agreement with the Pacific Alliance, which includes Chile, Columbia, Peru and Mexico. CERC has been providing input to the government on rules of temporary entry, and temporary entry provisions are expected to be included in the agreement when it comes on stream, likely in early 2019. One cannot emphasize enough how important these trade agree- ments are to Canadian employers. Faced with an expanding skills shortage, the ability to access international talent is critical and will only grow in importance moving forward. Looking ahead to the coming year, CERC has a very exciting agenda. Early in 2019, our new Social Link will be launched, providing members with a whole new way to collaborate, network and tackle disruption. Available exclusively to CERC members, Social Link will also support the new Subject Matter Expert program. Lors de notre assemblée annuelle des membres, nous avons approuvé la nomination de quatre administrateurs au Conseil d’administration (pour en savoir plus à leur sujet, voir page 24) et fait nos adieux à ceux qui ont déjà donné de leur temps. Au nom de tous les membres du CERC, je tiens à remercier sincèrement Tricia Cochran, ancienne présidente du Conseil, qui siège depuis septembre 2011. Sous l’excellent leadership de Tricia, le CERC a accompli beaucoup de choses. Il convient de souligner notamment l’élaboration du titre de professionnel canadien de la mobilité mondiale. En parlant de perturbation... cela fait longtemps que cela dure, mais la renégociation de l’ALENA est arrivée à une échéance le 30 septembre. Au début des négociations, l’un des objectifs du gouvernement canadien était de « ne pas faire de tort ». La modernisation des règles d’admission temporaire était une priorité, mais le texte du nouvel accord demeure essentiellement inchangé, à l’exception d’une référence à la recherche de moyens « d’utiliser les technologies pour traiter les demandes ». Les employeurs des deux côtés de la frontière continueront d’éprouver des difficultés à présenter des demandes de visa TN en vertu d’un cadre désuet. En ce qui concerne le commerce, en octobre, l’Accord de partena- riat transpacifique global et progressiste (APTGP) a été entériné. Il prévoit des dispositions libéralisées en matière d’admission tempo- raire entre onze pays. Notre gouvernement négocie également un accord commercial avec l’Alliance du Pacifique, qui comprend le Chili, la Colombie, le Pérou et le Mexique. Le CERC a fourni des commentaires au gouvernement sur les règles d’admission tempo- raire, et des dispositions sur l’admission temporaire devraient être incluses dans l’accord lorsqu’il entrera en vigueur, probablement au début de 2019. On ne saurait trop insister sur l’importance de ces accords commerciaux pour les employeurs canadiens. Face à la pénurie de main-d’oeuvre, la capacité d’accéder à des talents internationaux est essentielle et ne fera que gagner en importance à l’avenir. Pour l’année à venir, le CERC a un programme très stimulant. Au début de 2019, notre nouveau Social Link sera lancé, offrant aux membres une toute nouvelle façon de collaborer, de réseauter et de faire face aux perturbations.
