b'OSWCA EXECUTIVE DIRECTORS MESSAGEPROVIDING GUIDANCEAND CLARITY GIOVANNI CAUTILLO, T he month of January is always a time of reflection. We EXECUTIVE DIRECTOR review the year gone by and set goals that we believe are achievable in the near term and as the year rolls out. Thats why the theme of this issue of H OSWCA Magazine focuses 2on evolution versus revolution within the construction industry, most particularly how it affects OSWCA members and the sewer and watermain sector.Change and evolution are inevitable. As soon as our industry learns to navigate a system (whether or not we agree with all aspects of that system), Murphys Law dictates that the system will inevitably be changed. For example, consider changes at the Workplace Safety and Insurance Board (WSIB). Through advocacy, including efforts by OSWCA, the WSIBs unfunded liability that had such an undesirable effect on our members business is eliminated. However, given the maxim that change is inevitable, as of January 1, 2020, once again there is evolution within the WSIB. Im referring to the WSIBs new Rate Framework, around which there is a fair amount of uncertainty. The revolutionary part is how the WSIB rate regime changed so much, and the challenges we face in adapting to this change. Similarly, over the past year there has been evolution within Ontarios Construction Act as amendments came into force. Based in part on a model in the United Kingdom, this is a first-of-its-kind Construction Act in Ontario. So, we wont really know how it will unfold or what its effect will be on our companies until a few years from now.Luckily, construction is resourceful. Moreover, our members have OSWCA to provide guidance and clarity on critical issues as they evolve. This is what your Industry Fund contributions doprovide you with an Association that you can rely on and that is constantly looking out for the best interests of all our members.I urge you to read the articles in this issue to obtain more clarity on some of the topics I have noted. Each article focuses on change in some way, be it through legislation or mindset. I urge you to think about how we as an industry need to adapt to the revolutions that we are experiencing. Should you want or need more information, contact me or any of the staff directly. Were here to dig deep into the issues that affect your business. Were here to help. 10 H 2 OSWCAFall/Winter 2019'
