President’s Message NewYear,New Priorities By Mark Baxter, President, OIRCA Incoming 2018 President Mark Baxter (right) congratulates outgoing President Wesley Lamb. T his column represents my first President’s Message in Ontario Roofing News. Fresh off the Association’s An- nual General Meeting (AGM) held this past January where I was elected OIRCA President for 2018, I am just getting my feet wet as we embark on a very busy year. The AGM was significant for both the Association and myself personally. During the Awards Luncheon my fa- ther Frank was posthumously awarded the OIRCA Award of Merit, the Association’s high- est individual honour (see this issue’s cover story). It was an emotional day for me and my colleagues from Semple Good- er who joined me during the presentation. As for the business of the OIRCA, we witnessed the cul- mination of almost five years of work that stemmed from the release of our Strategic Plan in 2013. Major bylaw revisions were approved along with the membership agreeing to move forward with an expanded Performance Audit for Active Members (roofing contractor members). Our Mission Statement in- cludes the word “accountabil- ity,” which is an expression of our commitment to those who specify and procure roof- ing services in this province. Just about every aspect of our strategic plan focuses on this obligation. Our bylaw changes and expanded audit strengthen both our mission and vision. Specifically, our bylaw changes address qualifications and criteria to apply for Active Membership as well as fine tun- ing the process for evaluating the results of an applicant’s per- formance review. Clauses addressing the po- licing of our membership have also been strengthened to pro- vide both the Association and its members with an improved and transparent evaluation when complaints are received and addressed. In 2015 we launched our Active Member Annual Perfor- mance Audit to further fulfil the strategic plan’s accountability vision. The intent was to use this evaluation as a stepping stone to establishing a more formal au- dit, which would be used to con- firm that the member company meets the same qualifications and admission requirements of those companies applying for membership. This would entail combining the current “paper” audit with actual site-specific inspections to determine work- manship and safety compliance. Having satisfied most of the requirements in the operational plan that evolved out of our strategic plan, I have asked the Board of Directors to reconvene the Strategic Planning Commit- tee so that we may evaluate our progress to date and make plans for the next five years. Along with launching the audit pro- gram and implementing the by- law changes, those are my pri- orities for 2018… wish me luck.
