The scope of work includes upgrading the NEWPCC to meet new regulatory licence requirements, add wet weather treatment capability, treat sludge and replace end-of-life equipment. Need / rationale: The provincial government requires new licence requirements whichcannot be met by the existing plant processes. Several plant components and facilities have reached the end of their service life and must be replaced to maintain reliable operation. The existing biosolids facility is nearing capacity and cannot service expected population growth ofthe city.Status: The preliminary design is complete and an administrative reportaddressing project procurement was presented to Council at the February 2019 meeting, at which Council approved funding for the first phase of the project: Power Supply and Headworks Facilities.
