The funding is largely backloaded, with only 15 per cent of the committed investments set to be made before 2022. Through its Investing in Canada Plan, the federal government has committed to significant invest- ments in Ontario infrastructure in four broad asset categories: • Public Transit ($7.5 billion); • Green Infrastructure ($2.24 billion); • Community, Culture, and Recreation ($407 million); and • Rural and Northern Communities ($250 million). The cost-sharing ratios on approved municipal projects will be 40 per cent federal, 33 per cent provincial, and 27 per cent municipal. Of interest to OSWCA members is the Green Infrastructure Fund, which is focused on three project sub-streams: 1) Climate Change Mitigation (CCM); 2) Adaptation, Resilience, Disaster Mitigation; and 3) Environmental Quality. Water quality and flood mitigation are listed as central objectives of each of the three sub-streams. There is no indication how funding will be allocated to municipalities, though close to 50 per cent must be allo- cated through the CCM sub-stream. CITY OF TORONTO FLOODING AND FORWARD- LOOKING INFRASTRUCTURE INVESTMENTS On August 7, the City of Toronto experienced yet another round of catastrophic flooding, which will cost the City millions of dollars in repairs and will cost residents additional millions in insurance premium increases. The intensity of the storms being experienced in the City is clearly getting worse, but the storms aren’t ultimately to blame for these floods. These summer storms merely highlight the true problem: Toronto (and many other major urban centres) are continuing to use the sewer and stormwater infrastructure that was put in place by our grandparents. The City has acknowledged this problem and is continuing to invest more in this infrastructure to remedy its ongoing problems. Between 2018 and 2027, Toronto has committed to invest $12.724 billion in water/waste- water/stormwater, including: $7.5 billion to state of good repair projects for linear and treatment facilities; $1.5 billion to Basement Flooding projects; $1.3 billion to stormwater mitigation; and $1.4 billion to system expansion projects. In 2019, the City has committed to spend $592 million on water/waste- water/stormwater infrastructure, up from $370 million in 2018. The bulk of the spending increase will be focused on stormwater and flood mitigation projects. UNDERGROUNDER Fall 2018 13
